Neighbourhood councils in parts of Homs have begun posting simple printed summaries of their spending plans on public noticeboards, inviting residents to comment before projects are approved.
The summaries list each planned project, its estimated cost and the street it affects. They are displayed at bakeries, mosques and council offices for two weeks.
"Most comments are very practical," said a council clerk named Samer. "Fix this drain first. That streetlight has been out for a year. It helps us decide the order."
Residents can leave written notes in a box beside each board or raise points at a monthly open meeting.
The councils say they will post a follow-up sheet showing which projects were completed.
